Difficulty opening pdf email attachment with iOS 10

If I email a 3MB pdf file to myself (from a PC, via Outlook/Exchange) and open the email on my iPad, it sits there thinking for ages, then displays the file in raw format. Ie in base64 with email headers, etc.

The pdf file has about 400 pages. If I send an email with a single page pdf of the same content, it behaves as it always did - there's an icon for the attachment at the bottom of the email, and it opens if I tap on it.

If I open the large email on my phone (still running 9.3.5), I can open the 3MB pdf file ok.

Has anyone else had similar difficulties?

I tried with a 100 page pdf and then with a 200 page pdf, both ok. And now when I try the original email again, it works fine. Hopefully it was just a glitch, but I'll leave this thread here in case anyone else has the problem. I've also attached a screenshot of the problem for the sceptical ones.
